Nato Violates UN Charter

The goals of the conference have been set for a peace time dialogue. But since on March 24, NATO attacked Federal Republic of Yugoslavia, the task of this conference in defining roles and responsibilities to secure stability in South East Europe and also in the world, will be much more difficult. 

No doubt the NATO bombing of  a sovereign state of Yugoslavia is a clear indication of incompetent diplomacy and negotiations under threats of weapons. The mere fact that NATO, an American European military aliance, is bombing a member state of the United Nations without any authorisation by the United Nations and its Security Council, makes the armed attacs of NATO illegitimate, and an aggression on an internationally recognized state of Yugoslavia. The aggression is supported by foreign ministers of the United States of America, Great Britain, Germany, France. Obviously NATO has usurped the fields of authority of the United Nations. And with such state of affairs the dialogue between civil society and the state authorities has started on the level of public meetings and protests of civil society against such gross violations of the United Nations Foundation Charter. This of course is no longer politics, but a point where civil society and organisations for human rights have started to intervene most energetically.

In the process of our urgent dialogue with the state authorities in the form of protests and interventions against NATO's illegitimate bombing of Yugoslavia, certain international relations should first be clarified. If Europe is gravitating into European Union – is this European Union independant from the melting pot of the United States? The existence of NATO, an American European military aliance shows, that it is not. Shall European Union in such constellation then serve the American military interests? Civil society has often  said NIET to such interests, niet to Hiroshima, Nagasaki, Vietnam, Afganistan, Sudan, Bagdad and the bombing of the two pharmaceuticals in Africa in the Summer 1998.

NATO, an almost obligatory military organisation, the members of which are obliged to buy American weapons and to finance American military targets, is an organistion which is against the initiative for a world without nuclear weapons. (The Slovenian government, for example, was told to renounce its membership in this initiative if Slovenia intends to become a member of NATO).

NATO has various excuses for its aggression on Yugoslavia. They are constantly speaking about humanitarian disaster in Kosovo, which actually is the result of terrorism and the international support to terrorism for short term political benefits of an aggresssive politics of the USA and NATO who presumably is now trying to protect the Kosovo Albanians on its self authorised war mission. Nevertheless NATO attacs targets outside Kosovo, all over Yugoslavia. The result of NATO's protection of Kosovo obviously is an even greater humanitarian disaster, a final exodus of the population of Kosovo. 

All over the world demonstrations have started against NATO's military attack, which is threatening to disintegrate international relations. The United Nations are bereft of its role by NATO, which is thus promoting destruction of foundations of international law. This means that regional powers may tomorrow occupy for example Slovenia or parts of Slovenia for whatever reasons. Civil law asigns no validity to statements obtined by threats and this principle should be applied to international law and negotiations as well. According to civil law noone should be assumed guilty untill proven guilty by the law. This principle lately does not apply to international law in the case of the Serb nation.  Prohibition of discrimination according to ethnic origin does not apply to the Serbs. Nine years of such international politics, and the media fostering such situation in the world, has brought NATO to the point to attack the Serbs as a nation, and the American politics to distort history by statement of 23.3.1999 that »it took a Serb terrorist to start World War 1«. Around Easter in 1941 World War 2 started by Hitler bombing Belgrade. Psychologically this is a very important parallel to NATO's bombing Belgrade around Easter 1999. Observatore Romano condemned NATO on 26, March 1999 with an almost 60 years old  quotation of condemnation of WW2. 

This is an appeal to international community, to the United Nations to resume its role and responsibilities and call off NATO forces. Military action of NATO is a gross violation of the charter of UN, it is an arbitrary militaristic act with unforseen consequences for world peace, for all sides and for the states who support and enable military action. Including Slovenia, who opened its sky for bombing its brother nation. The servile decision was made by the Slovenian government illegly, since only the parliament is authorised to take any such decisions according to law.

This is also an appeal to Slovenian civil society, the media, to advocate correction of the course. If the Slovenian public remains silent, it should consider its responsibility towards its selfesteem and independence, and towards the future reversed situation and judgemet of its todays regretful collaboration by history.
