    Why does South Tyneside Council believe that Harassment, proven in a Court of Law, has no bearing on the employ of its workers ?
     
    Does South Tyneside Local Authority subscribe to the belief that a significant sector of the local ethnic community is living in "doss houses" ? What is the Council Policy on housing the ethnic minorities within South Shields ? What race awareness policys are in place to ensure the ethnic minority's are not assigned less desirable properties ?
     
    Does South Tyneside Local Authority believe it appropriate that a Care Manager in its employ has a Conditional Discharge under the Protection from Harassment Act 1997? and why does it do so ?
     
    Does South Tyneside Local Authority follow the guidelines issued under the Safer Estates Initiative ? and if so does it liaise with Northumbria Police & other organisations ? What safeguards are in place to protect victims identities and addresses bearing in mind the case found proven against one of its managers ? Who has access to such information within Council Departments?
     
    Does South Tyneside Local Authority require its housing tenants to adopt tenacy contracts on taking up occupancy? Do these contracts include a requirement for "acceptable behaviour"? What would happen to a Council Tenant found guilty of Harassment and who's property was used as a base for verbal racist abuse on several occasions ?
