There have been quite a few, especially from Earth-2.  But when considering this, one must realize that the cosmos, the Multiverse as a whole, has a
remarkable tendency to "rebalance itself" (if you missed it, see the top of this page for a demonstration).  Notice the number of people transplanted to Earth-X from Earth-2 (plus  Commander Steel, who was accidentally sent to Earth-1 from Earth-2) due to the Crisis on Infinite Universes:

Doll Man, Plastic Man, Phantom Lady, Human Bomb, Firebrand, Midnight, Jester,  Manhunter I, Quicksilver, Spider, the Blackhawks (7 members), & Commander Steel.

That's 18 individuals!  Yet notice, during the same Crisis event, how many were wiped out of Earth-1's universe:


The Losers (4 members), Flower Boy (of Sgt. Rock's Easy Company), Nighthawk,Psycho Lad, Starman, Supergirl, Flash, Aquagirl, & 7 Green Lantern Corp members.


That's 18 individuals from Earth-1's universe!  So during the same temporal event, the same amount were taken from both universes.  No doubt, other universes were effected with this same pattern.

But what of those characters, such as Sargon, Sceptre, Red Tornado,
Robotman, Vandal Savage and Black Canary who permanently moved to Earth-1?

Well, let's examine this, case by case:

Earth-2's Sargon left his world at approximately the same age (though decades earlier) as did his Earth-1 counterpart, Mark Merlin (who was sent to another dimension).

Red Tornado journey from Earth-2 to Earth-1 and resided their for approximately five-seven years before being destroyed in the Crisis.  Prior to that, while on Earth-2, the Tornado Champion from Earth-1 merged with him, and they co-existed on Earth-2 for approximately five-seven years.

Robotman of Earth-2, aka Robert Crane, did indeed travel to Earth-1 for a brief period, though definitely not long enough to create a temporal imbalance.

Sceptre of Earth-2 was sent to Earth-1 for a few years, before eventually "wandering the cosmos" and occasionally returning to Earth-2 (see Last Days of the Justice Society #3).  His counterpart, the Phantom Stranger, likewise journeyed to a parallel Earth for a time (see Detective Comics #500) before he too continued his "journey through the cosmos".

Vandal Savage of Earth-2 not only moved to Earth-1, but went back to the
beginning of history and relived the centuries leading up to the present (thus becoming a foe of Earth-1's Immortal Man).  However, he had likewise
journeyed back to Earth-2's past and relived that as well (see All-Star Comics #63-64), and this would counterbalance his time spent on Earth-1.

Black Canary II of Earth-2 journeyed to Earth-1 and spent several years there.  However, due to her existence in the Thunderbolt Dimension throughout her childhood, this extended her years on the Earth-2 universal plane (of which the T-Bolt Dimension was a part) so this compensated for her time on Earth-1.
