Joseph Michael Linsner had many influences when he created Dawn. Many of his influences can be traced back to his childhood, including the actress Ann Margret, to cartoon vixens Ann Margrock (from a Flintstone appearance of Ann Margret) and Francessca (from a Halloween special in the late '60s called The Mad Monster Party).
From movies to a singing career, she was even involved with Elvis at one time. This redhead is a big reason for the look of Dawn. You can find out more information on Ann Margret from these URLs:

As the show went on, Ann Margrock learns that Fred and Barney are planning an act for the talent section of her show. Annie offers them help on the act. Fred an Barney are amazed how good Annie is, but still don't get the fact that they are in the presence of Ann Margrock. Fred and Barney actually decides Annie is a part of their act.
At the show, Fred and Barney later learn who Annie really is, and they get to perform with Ann Margrock on stage. A fun episode, and easy to see from the photo provided, she led JML in the right direction.
JML continues to bring us many great creations, more than just Dawn. His work has added a great deal to the comic industry and has even set new standards for detail and story. I encourage you to seek out other works by JML.
As you can see from this photo, Ann Margret bears a striking resemblance in her younger days to Dawn, if Dawn were real.
Ann Margrock is the cartoon version of Ann Margret. In the fourth season of the Flintstones, the episode Ann Margrock Presents aired. This episode brought us Ann Margrock needing a place to stay while in town. She happened upon the Flinstone's house (with a flat tire if I recall) and needed to use the phone. She ended up in a round about way telling the Flinstones that she was in town for the show and they volunteered to let her stay at their house, in return she could baby sit Pebbles. She told them her name was Annie.
As for Francessca, the picture here is the only one that I can find. I can't say much on the character, but as you can see from the photo, she even has a birth mark? or Mole? on her cheek.
