Hail Praetor!

Your success in earlier provinces has caught Caesar's eye.
He now depends upon you to rescue the Empire from one
of it's greatest challenges.  As you know, Rome has been
expanding and building.  The Gauls seem to think that they
can make the best of this opportunity and march on the
Eternal City herself.  They are on the move from the North.
They have been attacking our trade caravans and blaming
their thievery on earthquakes.  Caesar has decided to 
establish an outpost at Mendiolanum to protect the
road to Rome.  The mountain pass in your new province is the
only route between the land of the Gauls and the heart
of our Empire.  And so, while the land affords ideal
defenses, it is also the weak link in our Imperial trade.
Since our Legions are busy elsewhere in the Empire, there 
is a great demand for weapons.  Your mountain city shall
be our new supply.  Because of the importance of this new
city, I will expect a fairly large population.  You 
certainly have the farming and fishing lands to provide
well for them.  Caesar is counting on you.  No compromise
to the peace of the Empire will be tolerated.
